In December 2003 ITIS Holdings acquired Estimotion Inc., a Tel Aviv based company which has developed a patented technology that provides a unique and high quality system for measuring and forecasting real time travel times on road sections, based on various mobile and fixed data sources, especially anonymously sampled positions of mobile phones. By sampling the location of a moving cellular phone over a period of time, the route and velocity at which the phone is traveling can be determined. Whilst an individual record of a mobile phone's position is typically less accurate than that of a corresponding GPS record, this is compensated by the large number of mobile phones on any road, knowledge of the underlying road network and the application of statistical techniques.

 
The ability to position a mobile phone within a cellular network is well known. However there are a number of challenges to be overcome including: collecting data without compromising individual users' privacy, de-cluttering the millions of data points available into a usable data stream, and map-matching the resulting patterns to the road network. Drawing on their experience from defense and military intelligence. Itis Traffic Services staff have used advanced statistical techniques to solve these issues and to generate an economically viable source of traffic information. 

ITIS products and services include: travel time per road segment, traffic counts, speeds, origin–destination matrices, traffic patterns and data mining projects based on the historical traffic data base of ITIS. Services are given to private end-users as well to governmental and commercial traffic related parties.

The services are provided through various media – IVR, SMS, web, RDS-TMC etc.

Today ITIS traffic services is the research and development arm of ITIS Holdings and also manages the business development and marketing in the Israeli market. 

ITIS Traffic Services develops its software products on a Microsoft platform – Microsoft Windows Server 2003 and Microsoft SQL. The GIS platform is ESRI. 

ITIS aims at a vast variety of customers. Individual drivers are of course users of the direct navigation, IVR, RDS-TMC and SMS alerts services. Car fleets can use our data in their fleet management system to plan routes and to alert drivers of sudden congestions or road closures. Public and private traffic planning and management organizations are customers of real time data for their control centers or users of historical data analyses for various purposes.
